The management program of these facilities was organized by participating with citizens. The role of this facility was oriented as ‘base-site’ of the mountain-climbing, ‘base-site of opened welfare’ was set to be a goal.

2. To organize the complex facilities to realize the normalization.
3. Cooperating with health center for the aged in the adjacency, function and characteristic to each identity, the activity is given to common space, which combines these aspects.
4. The whole site is considered one park, and gardening, and roof vegetation are carried out. And it is made to be the plan, which is ecological consideration of ventilation and lighting.
As a whole plan, facilities are made into the segmentation considering the harmony of the aspect with the neighborhood. By the sequence as the composition in which figure and ground were complicated. A day care center is established on the next to health center for the aged, to improve the utility as a complex.

Common space combines each zones, is composed of community hall, day care center and courtyard, and it is assumed in the space with the high activity. The multipurpose hall was simulated the acoustic by the specialist, it has made to be easy manipulation for users, and to use both as the dressing room and Japanese-style room, the curving wall as gallery, establishing the bar counter in the community hall, when various application methods are desired.
In the actual designing, the workshop and hearing were repeated with ’30 persons committee which grants the dream of the home welfare’ including the citizen representatives, at the eisting facilities in the city.
